Can a man made waterfall be made with hundreds of pipes and the water suction trick without electric pumps?

Can a large waterfall large like Niagra falls be made with the water suction trick with thousands of pipes 100 feet long and without electric water pumps, and a river as a use to keep the amount of water constant despite the amount of mist at the fall?
